It is sandwiched between two layers of fabric, and it was turned right side out before I attached it. Your saying this makes me think my problem might have been that I put the skirt up INSIDE the waistband-- between the two layers of the waistband and sewed up in there. And then I flipped both sides of the waistband inside out. Not sure why I did that now, but for some reason it seemed right at the time. Is it that it's just supposed to attach from the OUTSIDE of the waistband side with the interfacing rather than the inside? I bet that's it and that's where I went wrong.
